The Delaware County Equalization Board met in Regular session on April 24, 2007 at 9:00 A.M. with the following members present: Jacqueline Wright-Chairman and Art Shackelford-Member, Don Youngblood-Member, Secretary–Carol Fortner.   Chairwoman-Jacqueline Wright called the Meeting to order and the following business was transacted.

 

Motion was made by Jacqueline Wright and seconded by Art Shackelford to discuss property of James Kaufman.  Property located in Carriage Hills Addition-Afton off Iron Post Rd. & 250 Rd.   Current market value of $65,000. was raised to $91,000.00.   All improvements were completed by the owner.  No hired contractors or labor.  Mr. Kaufman has no insurance on the home and can’t  afford the increases.  Co. Assessor Leon Hurt stated that Fair Cash Value is at cost after adding the new shop building that was built since last appraisal.   Mr. Kaufman asked if his home could be listed as a Mobile Home.  Leon Hurt said it was listed as a manufactured home and could not be listed as a Mobile.  The Board of Equalization decided that a final decision would be rendered in one (1) week May 1st, 2007 after a site visit by Member Shackelford.  All voted aye. Motion carried.

 

Motion was made by Jacqueline Wright and seconded by Art Shackelford to discuss property of Jerry Cole located in Carriage Hills Addition off Foster Dr. & Redbud in Afton.  Mr. Cole claims that his neighbors junk piles have de-valued his property.  Owner built home.    The Board of Equalization decided that a final decision would be rendered in one (1) week May 1st, 2007 after a site visit by Member Shackelford.  All voted aye. Motion carried

 

Motion was made by Jacqueline Wright and seconded by Art Shackelford to discuss properties of James Duff, Karen Snow and Larry Snow-located in Afton.  All properties are adjacent and owned by relatives.  Ms. Snow claimed that there are chicken houses located right across the road from their house.  Ms. Snow feels that they would not be able to sell their lands for the appraised amounts because the chicken houses have de-valued the land and that no one would be interested in buying.  Ms. Snow stated the smell from the chicken houses were really, really bad.  Chicken houses are located at 250 & 530 Rds.  Ms. Snow stated that this home and lands were inherited from their parents before neighbors built the chicken houses.  Co. Assessor stated that the land value did not increase-no market adjustments were made on it.  Leon Hurt suggested that the landowners  apply for a valuation freeze for the properties concerned.  Property is listed as Agricultural.  The Board of Equalization decided that a final decision would be rendered in one (1) week May 1st, 2007 after a site visit by Member Shackelford.  All voted aye. Motion carried

 

Motion was made by  Jacqueline Wright and seconded by Art Shackelford to discuss property of  Russell Hogan located at Rapier Hollow Marina-home on backside of property and not on lakefront.  This property was subdivided in a divorce.  Home is on 4 acres and built by the owner.  Located near Goldner’s Amphitheater.  Owner claims this home is not completed yet-made of steel and concrete.  Mr. Hogan believes that his land has been de-valued by the closing of a public access/boat ramp/road to the lake.   Fair Market value went up from $135, 000.00 to $178,000.00.  Owner states that it should be $100,000.00 as is not completed.  Living space is 5000 ft. and the rest is garage.    Mr. Hogan stated that neighboring lots sold at an inflated price.   The Board of Equalization decided that a final decision would be rendered in one (1) week May 1st, 2007 after a site visit by Member Shackelford.  All voted aye. Motion carried.

 Motion was made by Jacqueline Wright and seconded by Art Shackelford to discuss the property of Arthur White.  Several lots involved at Hinds Point/Comar Cove area.  The house was built in the 1940’s and would not pass FHA code for a re-finance.  It would need to be re-wired and re-plumbed.  This is located on the waterfront in a shallow cove.  There was a 50% increase on the lots-these are 50 ft. lots.   Set by 2006 and 2007 sale of neighboring lots. The Board of Equalization decided that a final decision would be rendered in one (1) week May 1st, 2007 after a site visit by Member Don Youngblood.
