The Delaware County Equalization Board met in Regular session on May 1, 2007 at 9:00 A.M. with the following members present: Jacqueline Wright-Chairman and Art Shackelford-Member, Don Youngblood-Member, Secretary–Carol Fortner.   Chairwoman-Jacqueline Wright called the Meeting to order and the following business was transacted.

 

Motion was made Art Shackelford and seconded by Don Youngblood to approve of the Board of Equalization Agenda of May 1st, 2007 as posted. All voted aye. Motion carried

 

Motion was made by Don Youngblood and seconded by Art Shackelford to approve of minutes of regular Equalization meeting dated April 24th, 2007.  All voted aye. Motion carried

 

Motion was made by Art Shackelford and seconded by Don Youngblood to discuss properties submitted for formal appeals on April 24th, 2007 and render Final Decisions for 2007.

 

Property of James Kaufman .  Property located in Carriage Hills Addition-Afton off Iron Post Rd. & 250 Rd.   Current market  value of $65,000. was raised to $91,000.00.  Board has made a decision to sustain the value of $91,000.00.  All voted aye. Motion carried.

 

Property of Jerry Cole located in Carriage Hills Addition off Foster Dr. & Redbud in Afton.  Market value was $37,781.00 and current market value is $42,326.00.  Board has made a decision to alter the value back to 2006 rate of $37,781.00.   All voted aye. Motion carried

 

Properties of Larry Snow-located in Afton.  Property previous market value was $50,071.00 and was raised to $72,898.00.  There is a cap of $60,000.00.  Leon Hurt suggested that the landowners  apply for a valuation freeze for the properties concerned.  Board has made a decision to sustain the current market value of $72,898.00.   All voted aye. Motion carried

 

Property of Karen Snow & James Duff.  All properties are adjacent and owned by relatives.  Co. Assessor stated that the land value did not increase-no market adjustments were made on it.  Leon Hurt suggested that the landowners  apply for a valuation freeze for the properties concerned.  Property is listed as Agricultural. Board has made a decision to sustain current market value of  $45,047.00 with cap set at $24,646.00.  All voted aye. Motion carried

 

Property of  Russell Hogan located at Rapier Hollow Marina-home on backside of property and not on lakefront.  This property was subdivided in a divorce.  Home is on 4 acres and built by the owner.  Located near Goldner’s Amphitheater.  Owner claims this home is not completed yet-made of steel and concrete.  Fair Market value went up from $135, 000.00 to $178,000.00.    Board has made a decision to sustain current market value of $145,452.00.  All voted aye. Motion carried.

 

Property of Arthur & Anita White.  Several lots involved at Hinds Point/Comar Cove area.  This is located on the waterfront in a shallow cove.   Lot where house sits is the only value that has gone up from $68,960.00 to $93,755.00.  Board had made a decision to alter the value to $84,500.00 for lot that house is situated.  All voted aye. Motion carried.

 

Motion was made by Art Shackelford and seconded by Don Youngblood to review formal appeals on property assessments on the following:

 

Steven Parker property located on 685 Rd. and White Water Rd.-rep. Nancy Goodman stated that they purchased the property for $94,000.00 and that no improvement s have been made.  Needs wiring improvements.  Art Shackelford to visit site.  Final decision to be rendered on May 8th, 2007.  All voted aye. Motion carried.

 

Geraldine Hudson property located in Cherokee Lake Estates and has owned it for 40 years. States she now lives in it full-time.  No improvements besides the temporary storage on skids. Value was frozen in 2006.  This is lakefront property appraised at $116,000.00 and has lost 3 docks due to wake damages from passing boats.  Don Youngblood to visit site.  Final decision to be rendered on May 8th, 2007. All voted aye. Motion carried.

 

Jean Freeman called this AM and cancelled.
