DELAWARE COUNTY COMMISSIONERS MEETING

December 17, 2007

The Board of County Commissioners of Delaware County, Oklahoma, met in Regular Session on December 17, 2007 at 9:00 A.M.  Agenda was posted December 12, 2007 at 4:00 P.M. on east entrance door.  This meeting was recessed at 3:00 P.M.

 

Members of the Board present were Commissioner Dave Kendrick-Chairman, Commissioner Ken Crowder-Member and Commissioner Billy Cornell-Member.   Board of Delaware County Commissioners is hereby authorized to take action on the following items:

 

AGENDA #1-A motion was made by Commissioner Kendrick and seconded by Commissioner Cornell to approve the agenda as posted.  Roll call: Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes. Motion carried.

AGENDA #5-A motion was made by Commissioner Kendrick and seconded by Commissioner Cornell to receive/file/discuss any reports from engineers for Delaware County road projects.   There was no business at this time. Roll call: Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes. Motion carried.

 

AGENDA #6-A motion was made by Commissioner Kendrick and seconded by Commissioner Cornell to approve transfer of funds for the Delaware County Emergency Management.  Transfer  $1,000 from 34E to 34D and $1,000 from 20D to 34D.  Roll call: Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes. Motion carried.

 

AGENDA #7-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to open and review all bids submitted on janitorial services with acceptance in meeting of 12/31/07.  The following vendors submitted bids:  Floors-N-More, Janco Building Services.  Roll call: Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes. Motion carried.

 

AGENDA #8-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to approve location of functional classification revision request for 2140C and 2150C.  Roll call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #9-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to open and review all bids submitted on cleaning and paper products with acceptance in meeting of 12/31/07.  The following vendors submitted bids:  Four-State Maintenance, Henry Kraft, Inc.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #10-A motion was made by Commissioner Kendrick and seconded by Commissioner Cornell to open and review all bids submitted on ballot printing for the Delaware County Election Board with possible acceptance of lowest and or best bid.  Only one bid was received from Mid-West Printing.  Motion was made to accept bid from Mid-West Printing.    Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #11-A motion was made by Commissioner Kendrick and seconded by Commissioner Cornell to open and review all bids submitted on road materials and/or supplies/tire recapping services for six months with acceptance in meeting of 12/31/07.  The following bids were received:  See attached list.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #12-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to approve signing of S.T.O.P. Violence Against Women Award notice of grant for the Delaware County Sheriff’s Department. Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #13-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to receive and forward to insurance company notice of tort claim from the Delaware County Sheriff’s Department- county vehicle damaged.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #14-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to receive and forward to insurance company notice of tort claim from Terry Maupin- Sheriff’s Department.  No notice of tort claim only the accident report received from Robert Rowley.  This item was tabled for 2 weeks due to no claim received.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #15-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to receive and forward to insurance company notice of tort claim from REC for broken pole- Dist #1.  This item was tabled for 2 weeks due to no claim received.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #16-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to approve pledge of financial support in the amount of $850 to the Delaware County Clerk’s office by the Kansas Fire Department.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #17-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to approve application for right of way across tribal land in connection with the Daytown-Drycreek road project in Dist # 3.  This item was tabled for 2 weeks.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #18-A motion was made by Commissioner Cornell and seconded by Commissioner Kendrick to approve utility permit to Rural Water Dist #1 for road bore located in Section 18-22-23 on roads intersecting at S559 & E432 in Dist #2.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #19-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to discuss with possible approval of resolution for The Grand Lake Public Works Authority to enter into a loan with the Bank of Oklahoma, Bartlesville Branch for an amount of $500,000.00 to install water holding tank at its facility on Monkey Island and waive any requirement for public bid for financing services.  This item was tabled for 2 weeks.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #20-A motion was made by Commissioner Crowder and seconded by Commissioner Kendrick to enter into inspection contract on State Line Road between Rose & McCrary and Dist #1 Commissioner.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #21-A motion was made by Commissioner Kendrick and seconded by Commissioner Crowder to open and review all bids submitted on security equipment for the Delaware County Courthouse, (Sheriff’s Department).  Bids were received from the following vendors:  Hi-Tech Security Solutions, Direct Communications.  Acceptance will be in meeting dated 12-31-07.

Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #22-A motion was made by Commissioner Crowder and seconded by Commissioner Cornell to approve resolution declaring old Dist # 1 county equipment barn as surplus property that is not needed by the county.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #23-A motion was made by Commissioner Crowder and seconded by Commissioner Kendrick to discuss intent to sell by sealed bids the old Dist # 1 county equipment barn located in Grove, OK.  Dist # 1 has built a new equipment barn located in the Industrial Park in Grove and has not used the old facility for some time and the funds from sale of property would assist in the completion of new equipment barn.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #24-A motion was made by Commissioner Crowder and seconded by Commissioner Cornell to sell by sealed bids property located in Grove known as the (Old Dist # 1 barn- NW ¼ of the NW ¼ of Section 4, Township 24 North, Range 24 East) .  Persons interested in submitting a bid are to contact Loretta Kirby P.A. located in the County Clerk’s office Jay, OK.  Bids will be opened and reviewed with possible acceptance in regular meeting dated 01/22/08 at 9:00 a.m. in the Commissioners meeting room Jay, OK.  Bids will be received no later than 01/18/08 at 4:00 p.m. in the County Clerk’s office Jay, OK.  Board reserves the right to accept/reject any and all bids and the right to re-advertise.  Roll Call:  Commissioner Kendrick-yes, Commissioner Crowder-yes, Commissioner Cornell-yes.  Motion carried.
