DELAWARE COUNTY COMMISSIONERS MEETING

March 1, 2011

The Board of County Commissioners of Delaware County, Oklahoma, met in Special Session on March 1, 2011 at 9:00 A.M and was adjourned at 10:05 AM.  Agenda was posted February 24, 2011 at 4:17 PM on east entrance door and the south west entrance. 

 

Members of the Board present were Chairman-Commissioner Doug Smith, Commissioner Danny Duncan –Member, Commissioner- Billy Cornell and Carol Fortner-Secretary.  The Board of Delaware County Commissioners has called to order this meeting of March 1, 2011 is hereby authorized to take action on the following items:

 

AGENDA #1- A motion was made by Commissioner Cornell and seconded by Commissioner Duncan

to approve the minutes of February 22, 2011.  Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #2-A motion was made by Commissioner Duncan and seconded by Commissioner Cornell to approve of signing the State-Local Disaster Assistance Agreement (FEMA-1803-DR-OK HMGP). This will be for the Safe Room Project with an obligated amount of $131,648.00.   Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner Cornell-yes.  Motion carried.

 

AGENDA #3- A motion was made by Commissioner Cornell and seconded by Commissioner Duncan to meet with Robert Lawson of the Jay VFW to present the design plan and pictures of the proposed “Walk of Honor” to be placed on the courthouse lawn.  Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #4-A motion was made by Commissioner Cornell and seconded by Commissioner Duncan to meet with Tim McCrary to approve of the Five Year Plan, Spavinaw Creek Bridge cover sheet, Beatty’s Creek Bridge #54 Resolution to program BR project.  The Beatty’s Creek Bridge #54 Engineering contract was tabled for one (1) week due to re-negotiation.  Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #5- A motion was made by Commissioner Duncan and seconded by Commissioner Cornell

to refuse all bids on the Slide-in Unit per the Tiff City Fire Dept. Will re-bid the unit.  Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #6-A motion was made by Commissioner Duncan and seconded by Commissioner Cornell

to re-advertise for sealed bids on the Slide-In Unit for the Tiff City Fire Dept.  Bids will be opened and reviewed in regular meeting of 03-29-11 at 9:00 AM in the Commissioner’s meeting room, Jay, OK.  Lowest or best bid will be accepted in the regular Commissioner’s meeting on 04-04-11 at 9:00 AM.  Bids will be received  no later than 4:00PM on 03-25-11 in the Co. Clerk’s office in Jay, OK.

Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #7- A motion was made by Commissioner Cornell and seconded by Commissioner Duncan

 to receive and file inspection of Jail by the State Fire Marshall dated 2-24-11.   Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #8-A motion was made by Commissioner Smith and seconded by Commissioner Cornell to receive and file all monthly reports submitted by officers as follows: Sheriff’s Dept.; Assessor’s Dept.; Health Dept.; Co. Treasurer; D.A. office and the Co. Clerk’s office.  Roll: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes. Motion carried.

 

AGENDA #9-A motion was made by Commissioner Duncan and seconded by Commissioner Cornell to reject all bids submitted on the selling of two (2) Graders for Dist. #3-Comm. Danny Duncan.    Roll: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #10-A motion was made by Commissioner Duncan and seconded by Commissioner Cornell to re-advertise for sealed bids on selling of equipment (1) Truck for Dist. #3-Comm. Duncan.  Bids will be opened and reviewed in regular meeting dated 3/22/11 at 9:00AM in the Co. Commissioner’s meeting room, Jay, OK.  Bids will be received no later then 4:00PM in the Co. Clerk’s office on 3/18/11, Jay, OK.  Roll: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #11-A motion was made by Commissioner Cornell and seconded by Commissioner Duncan to approve signing of Certificate of authorized signatures on Reap Grant #82-EM-2011, Cherokee Nation EMS   Roll Call:  Commissioner Smith –yes,  Commissioner Duncan–yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #12-A motion was made by Commissioner Duncan and seconded by Commissioner Cornell to advertise for sealed bids on the lease purchase of one (1) new Rescue Truck for the Cowskin Fire Dept.  Bids will be opened in regular commissioner’s meeting dated 03/29/11 at 9:00 AM in the Co. Commissioner’s meeting room in Jay, OK.  Bids will be accepted in regular meeting of 04/04/11 at 9:00 AM.  Bids will be received no later than 4:00 PM on 03/25/11 in the Co. Clerk’s office in Jay, OK.  Roll Call: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #13-A motion was made by Commissioner Cornell and seconded by Commissioner Smith to approve the appointment of the Fair Board members as follows: Kreig Butler-Dist. #1 and Suzzan Barnes-Dist. #2.  Roll Call: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner Cornell– yes.  Motion carried.

AGENDA #16- The motion to discuss and review OPERS State Retirement Policy with County Participation was tabled for one (1) week 03-07-11 for further consideration by the Board of Commissioners. AGENDA #17-A motion was made by Commissioner Smith and seconded by Commissioner Cornell to approve of Addendum to Employee Personnel Handbook requiring future county employment applicants to be subject to a criminal background check . AGENDA #19-A motion was made by Commissioner Duncan and seconded by Commissioner Cornell to open the floor to New Business pursuant to 25 O.S. section 311A(9).  There will be a change of the Commissioner Meeting date for 03/29/11. The new date for the Special Commissioner Meeting has been re-scheduled for Monday-03-28-11 at 9:00 AM.  Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner- Billy Cornell-yes. Motion carried.
