DELAWARE COUNTY COMMISSIONERS MEETING

October 18, 2011

The Board of County Commissioners of Delaware County, Oklahoma, met in Regular Session on October 18, 2011 at 9:00 AM. The meeting was adjourned at 9:48 AM.  Agenda was posted October 17, 2011 at 9:00 AM on east entrance door and the south west entrance. 

 

Members of the Board present were Commissioner Doug Smith-Chairman, Commissioner Danny Duncan –Member, Commissioner- Billy Cornell-Member.  The Board of Delaware County Commissioners has called to order this meeting of October 18, 2011 and is hereby authorized to take action on the following items:

 

AGENDA #1-A motion was made by Commissioner Duncan and seconded by Commissioner Cornell

AGENDA #5-A motion was made by Commissioner Duncan  seconded by Commissioner Cornell to

Open and review all bids submitted on one used E-1 Hush Custom Rescue Pumper Truck for the Kansas Fire Dept.  The following bids were received: Jon’s Mid-America Fire Apparatus-$49,000.00; Blanchat Mfg.-No Bid; Brindlee Mtn. Fire Apparatus: $30,000.00.   Acceptance of bid will be upon review by the Board of Directors of the Kansas Fire Dept. at a later date.  Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #6-The motion was made by Commissioner Duncan and seconded by Commissioner Cornell to table for one (1) week, the motion in regards to the use and booking of the Delaware County Community Center-Small Conference Room.  Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #7-A motion was made by Commissioner Duncan and seconded by Commissioner Cornell to open and review all bids submitted on a New Brush/Attack Unit for the Cleora Fire Dept.  The following bids were received:  Deep South Fire Trucks Inc.-$89,450.00; Fouts Bros. Fire Equip.-$86,500.00; Blanchat Mfg., Inc.-$104,025.00; Neel Fire Protection Apparatus, Inc.-$112,722.00.  Acceptance of bid will be upon review by the Board of Directors of the Cleora Fire Dept. at a later date.   Roll call: Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #8- A motion was made by Commissioner Duncan and seconded by Commissioner Cornell  to approve advertisement of selling by sealed bids salvaged graders for Dist. #3.  Bids will be opened and reviewed with possible acceptance in regular meeting dated 11/15/11 at 9:00 AM. Bids will be received no later than 11/14/11 at 4:00 PM in the Co. Clerk’s office, Jay, OK.   Roll call:  Commissioner Smith-yes,  Commissioner Duncan – yes, Commissioner- Billy Cornell-yes.  Motion carried.

 

AGENDA #9-A motion was made by Commissioner Smith and seconded by Commissioner Duncan

to discuss GO2 Software for the Co. Commissioners’ use as presented by Del. Co. Emergency Mgt. Dir.-Robert Real.  A proposal was discussed for possible pricing quote for the county’s use.  Further information was requested by the Board of Commissioners.  Roll Call: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes. Motion carried.

 

 

AGENDA #10-A motion was made by Commissioner Smith and seconded by Commissioner Cornell

to approve of request to advertise the selling by sealed bids of a Used Ford Pumper Truck for the Butler Fire Dept.  Bids will be opened and reviewed in regular meeting dated 11/15/11 at 9:00 AM  Bids will  be received no later than 11/14/11 at 4:00 PM in the County Clerk’s office, Jay, OK. Per Butler Fire Dept. Board request in meeting dated 9/3/11.  Acceptance will be upon Board review in Special meeting to be announced at a later date.    Roll Call: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes. Motion carried.

 

AGENDA #11- A motion was made by Commissioner Duncan and seconded by Commissioner Cornell to table for one (1) week, the discussion for possible action a lease agreement between Northeast Technology Center Dist. aka Northeast Technology Center and the Board of Commissioners.  Roll Call: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes. Motion carried.

 

AGENDA #12-A motion was made by Commissioner Smith and seconded by Commissioner Cornell to acknowledge acceptance of lowest and or best bid on a New Rescue/Brush Truck for the Zena Fire Dept. per Board approval by the Zena Fire Dept. as follows: Best Bid accepted from Bill Hodge Dodge in the amount of $46,493.00.  The lowest bid was not accepted due to not meeting the specs required for this unit.   Roll Call: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes. Motion carried.

 

AGENDA #13- A motion was made by Commissioner Smith and seconded by Commissioner Duncan

to approve of signing of cover sheet for the Carr Creek Bridge Project BRF-121C(121)CI for Dist. #1-Comm. Doug Smith. Roll Call: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes. Motion carried.

 

AGENDA #14-A motion was made by Commissioner Duncan  and seconded by Commissioner Cornell to postpone the motion regarding case # 09-CV-407-JHP TLW Sherry England, Et Al, plaintiffs, vs Sheriff of Delaware Co.  This Motion to be addressed in Executive Session at Special Commissioner’s Meeting of October 19th, 2011 at 4:00PM in the Co. Commissioner’s meeting room, Jay, OK. Roll Call: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes. Motion carried.

 

AGENDA #15- A motion was made by Commissioner Duncan  and seconded by Commissioner Cornell to postpone the motion regarding case # 09-CV-407-JHP TLW Sherry England, Et Al, plaintiffs, vs Sheriff of Delaware Co.  This Motion to be addressed in Executive Session at Special Commissioner’s Meeting of October 19th, 2011 at 4:00PM in the Co. Commissioner’s meeting room, Jay, OK. Roll Call: Commissioner Smith-yes, Commissioner Duncan-yes, Commissioner- Billy Cornell-yes. Motion carried.

 

AGENDA #16- A motion was made by Commissioner Duncan and seconded by Commissioner Cornell to advertise for sealed bids on lease of Grader for Dist. #3.  Bids will be opened and reviewed for possible acceptance in regular Commissioner’s meeting dated 11/15/11 at 9:00 AM.
